Main responsibility:

1. Lead by example in full compliance with HSE policy, rules and requirements and hold accountability to promote safety culture of site.

2. Give focus on site field safety by conducting frequent safety walkaround, inspection, audit to monitor the behavior and condition safety, as well as HSE compliance status in rountine operation, maintenance and project of site.

3. Setup and maintain Safety Work Permit System, include Hot work, Confined space entry, Working at high permit, Line breaking/Energy isolation/LOTO and etc.

4. Collaborate with operations, engineering and other functions/department of site for proper hazard recogtion, risk assessment and corresponding control system.

5. Maintain HSE management system (ISO 14000 & ISO 45001) of site on regular basis.

6. Keep close monitoring and updating of all applicable law & regulation of the site, e.g. environmental protection, safety, fire protection, occupational health etc. Conduct gap analysis and come up with action plan to close those gaps in a timely manner.

7. Develop/launch site specific HSE procedures in complinat with regulatory requirement and company requirement;

8. Plan and conduct HSE relevant trainings to site staff and/or contractors.

9. Carry out audit inspections, timely identify and notify relevant units of responsibilities to eliminate potential accidents in site.

10. Organize emergency response drills, manage incident reporting, investigation and RCA.

11. Supervise hazardous waste handling process to ensure compliance and find opportunity for improvement in terms of sustainability.

12. Maintain process safety management system and conduct PHA with team for project/MOC/revalidation per plan.

13. Complete other tasks assigned by superior leaders.

Requirements:

Hard qualification:

- Bachelor or above college degree in major of chemical engineering and chemistry related, Safety Engineering, Environmental Engineering and holding certificate of China Registered(chemistry) Safety Engineer.

- At least 3 years hands-on working experience in HSE management of manufacturing site. (Multi-national company DG plant experience is preferred)

- Solid experience on Process Safety Management is preferred.

Soft qualification:

-Good problem-solving ability, strong communication skills, and good teamwork/collaboration, positive attitude and hard working.

- Basic Microsoft office skills

- Passable English speaking/writing skills.

1.Preparation of prototype and new development samples.

2.Regular analytical testing of stability samples.

3.Participate in customer focused laboratory projects.

4.Participate in clinical testing.

5.Evaluation of product features in-vitro and in-vivo.

6.Support sales team and customers by providing technical support.

7.Prepare technical reports.

8.Presentation of results and products internal as well as external.

9.Calibration and upkeep of all laboratory instruments.

10.Maintenance of neat and accurate laboratory notebooks and data logs.

Hard requirements：

-Degree in Applied Sciences (Chemistry, Life Sciences Technologies) with a minimum of 5 years experience in an applications lab.

-Emphasis on studies related to Cosmetics or Personal Care preferred.

Soft requirements：

Work is assigned by Applied Research Manager and Global applications director. Weekly updates with applied research manager are scheduled for discussion of projects and planning.

Recruiting

-Be responsible for recruiting of all vacancies in China within budget and timeline.

-Connect with the people manager, understand and question the position, requirements, team and context.

-Project manage the recruitment process: inform the people manager regularly, request feedback after interviewing, follow up with the recruiting vendor, ensure candidates are informed properly, negotiate and make an offer and contract.

-Ensure, together with the people manager, that a good onboarding program is in place and executed.

-Ensure all recruiting is compliant: the vacancy and job level are approved, the offer and contract is within Elementis guidelines, and global and local systems are up to date.

-Analyze and evaluate the recruiting vendor.

Training

-Collect employees’ training demands from functional head. Discuss development needs and suggest options. Ensure managers understand the 70 (training on the job) /20 (coaching & mentoring)/10 (training) development model.

-Select appropriate training vendors for training implementation & conduct the training satisfaction survey.

-Organize and conduct training to employees like office etiquette,employee handbook,etc.

-Register law regulated training to make sure completion rate 100% in time.

-Revise/make HR policy to meet law & regulations.

-Assist HR manager to optimize HR processes.

Workday Operation

-Maintain HR Data accuracy and up to date in Workday.

Business Support

Translation & Others

Requirements Qualifications:

-Bachelor degree.Major in Human Resource Management is preferred.

-3 yrs HR experience, MNC experience in HR field is preferred.

-Strong knowledge of HR Operations.
